The thing about that is the reason it stays at 0 is because you simply unfund the government without your knowledge.Well generally wealthier nations have an easier time westernizing yes, because as you said they can afford to keep education maxed more easily.
I should point out though that it should ALWAYS be maxed, unless you're at war and need the funds. Un-westernized nations do not get bankruptcy and I believe don't get debt, they just stay at 0. So keeping it maxed at all times might keep you at 0, but it will help in the long run with literacy.

And, I was asking because I was thinking of setting them free as USA, not because I plan to play Bihar myself. From what I understand of the game mechanics, I'm thinking it would benefit me down the line if an independent Bihar westernizes, because then their huge population will start to emigrate to the USA.

It also reduces tech cost for reforms depending on your tech school.Improving relations with un-westernized nations can actually help them westernize in a way. I do believe this increases the frequency of events that give additional RP bonus' for one. Also having an unciv in your sphere when they westernize will give them a better grouping of technology.

Very frustrating, since the game doesn't notify me my allies are under attack, so I have to actually see the rebels myself and route my troops to destroy them. I guess I could put one brigade in every province... ha ha.
