Is there some sort of formula or time length that must pass before a rebel-controlled province defects or declares independence? Does the existance of a homeland type province effect the time?

Just watched Eire disappear from the map, only to re-appear as a revolter in English-controlled Meath and then within three years the rest of Ireland defected from Portugal, Austria, Spain & France to Eire. Now all of Ireland is united and ruled from Meath.

Same thing happened with Bohemia - diploannexed by Hungary (accept Silesia which was conquered by Brandenburg/Prussia). It took some 20 years for Bohemia to appear as a revolter from Hungary, then within a two-year period the other four "normal" provinces of Bohemia defected from Hungary and Prussia to Bohemia. Bohemia is now back to its starting size and configuration.

In the meantime, Dobrudja was a rebel-controlled Polish province for some three-plus years before defecting to my Byzantine Empire in Rumelia despite the fact that it was surrounded by only Polish or Byzantine provinces.

I dont think so, and defecting time is longer than independance time. Independance can be greatly accelerated w/ a gov't collapse;) but no provinces will defect.

2 years to defect and 5 years to form a new nation?

Does it even happen with 1.04 where the AI is supposed to pay more attention to rebels than before? Provinces under siege won't defect, so all you have to do is to walk with a small army into a province when the rebels leave them and put a cover force there to prevent defection?

I think it only alters the rebellion modifier % you get in different provinces. So decentralization gives you less % from warexhaustion.

I don't think there are any particular modifiers to how long it takes a province to defect or form a new nation, except I think there is a random factor involved. It's hard to say how long some province have been revolting before something happens, since I usually don't pay a huge amount of attention to internal problems in other countries. Often, the first time I realize that there has been a revolt is when the defection or independence occurs. And of course my own provinces never are in revolt long enoug for either to happen (however long "long enough" is). :)

Also, I don't think it has been fixed that provinces won't declare independence while under siege. I have my message settings fixed so that I get a box and the game pauses when a new country emerges. Recently, Sardinia declared its independence from Sweden. I clicked on it right away and the Swedes were sieging it. I hadn't unpaused the game yet. If it happens again, I'll save the game at that point so I can send it to someone over at the bug forum if it's thought this was fixed. My current game is in 1.04, BTW.

Johan said that that was deliberate. Don't ask me for a reason other than gameplay though.

What I have noticed with this value is in regard to nationalism. Your percentage chance of revolt will go down faster by the # of months rebelion delay you have set.

In this case, the other provinces of Ireland were already in revolt against somebody. It started in Meath (AI England was ripped apart by the War of the Roses), the rebel army then went to other provinces. By the time Meath declared independence I think the rest of Ireland was already occupied by rebels, or at least besieged by them - Meath just happened to take the plunge towards independence first so it became Eire before the others could.
