I have started a new game on 1.4.1 with Leviathans DLC.
I have played for quite some time, now on 12+ colonies and with 100+ systems surveyed. Met 10+ other empires.

Still, didn't see a single enclave.

Is it normal? How often they occur? Is it possible that this feature was not enabled on my savegame somehow - is it possible to check?

Also, whilst I've never seen the AI get rid of them, if the Wraith spawns and it happens to go into a system with one it will most likely kill them. You'll get notified if you know of them by that point, but I'm not sure what happens if you don't know about them.
