Peter Ebbesen did a WC with Trebizond a few years ago....I belive somebody else did an attempt and might have been successful with the Maya a while back as well. I did it as Auvergne, after becoming France a while back as well. It IS easier as a European 1 prov minor.....But as Ebbesen proved, it can really be done by any if you are crazy enough to really go for it....

Doing a WC, or even a world colourization with a one-province minor is possible, and barely harder than with a major power. In a few decades, you grow nearly as big as if you started with a major. Play an ahistorical colonizer, let the historical colonizers colonize, take Siberia and other remote places yourself (those the AI won't reach), and it's done.
