Right now, I'm not sure and I can't see anything about it on the wiki and I've done a few searches to no avail. From what I've read on forum topics, it seems like these all (might) matter:
- Battles fought: pretty good measure.
- Occupied provinces: again, important to wars. How is it weighted vs battles? Supposed the former gets more weight.
- Manpower lost: This needs to go if it exists independently from battles fought. The AI should not be rewarded for bad attrition micro, and the player should not be rewarded for taking attrition/fighting battles in a separate war.
To really use this mechanic well or critique it requires knowing how it works though. This is a gameplay rule, not AI decision logic, so it is not something that should rationally be hidden.
