How is the volunteer limit calculated in 1.9.3 ?

I thought I knew how the volunteer limit was calculated but it turns out that I don't. This is what i thought it was:
  1. One volunteer division for every 20 divisions currently deployed
  2. One volunteer division for every 20 provinces controlled by the receiving country
  3. Must have a minimum of 30 divisions to send any volunteers
  4. Modified by some national spirits
But then why does the game promt sometimes that the limit is capped because either your number of divisions or by the targets number of provinces?

Yes and no. Yes these both count towards what can be sent, but they work independently, with provinces and division count setting their own separate limits. If you have a lot of division but the enemy only has 23 provinces you can only send the amount limited by the provinces. Same in the other way. I hope this helps.

Good lord - I've always been spamming out troops as Germany to try to have more divisions, thinking it was based on my numbers! So it had more to do with their early advances than with my army size!
