The AI is passable, which is better than before, but it still has probably another 2 patches before it'll be a challenge below Admiral. Performance seems a little better. No, fleet combat has not changed much, you should still expect the AI to oversplit fleets and everything to be about massive outnumbering instead of any real strategy.

I definitely wouldn't call the overall state of the game "good". It just gets too boring in the mid-game because there's basically no real choices. There's more variety with anomalies and terraforming, but not really more choices yet.

1) I'm not aware of any pop-ethic bug. So I'd say so?
2) In general there's fewer pops and jobs to manage. So the pace of economic managment is a bit slower. Your mileage may vary however.
3) Pretty good, and consistently improving. There are some obvious "meta" picks but I'd say the amount of viable playstyles is pretty significant.

The game is pretty good. If you use the Starnet AI mod then the AI is good. The balance is decent, could be better, could be worse.

The economy is far easier to handle since 2.2
There's more stuff to do outside of war since ever

Only glaring problem is that bureaucrats still exist and wreck havoc on the long term growth of empires (by making it exponential over time and quadratic over size, so it becomes explosive). But that's a problem that has existed since 2.6.

  1. This bug? Unless the way the game interprets these numbers was changed (which doesn't appear to be in any patch notes), looks like it, but instead of 0.02% it's now a whopping 0.05%!
  2. Depends on what you consider to be an "improvement". Is there less micro for a given number of worlds and pops? No, because sector automation is still bad. However, with normal game settings, now pops are artificially harder to grow so that you don't have to worry about your economy really growing much at all by lategame.
  3. Balance is better than it used to be, as the old OP origins and dreaded Technocracy (especially Slave-themed versions) got stomped. Other than that...Beacon of Liberty and Idealistic Foundation are no longer terrible, but by and large, ethics, APs, traits, and civics are not even close to balanced.

As an unrepentant crusader against micromanagement, I need to point out my own reason for picking up the game again: the micro is much better.

The pop growth changes made it so they grow slower as you gain more pops. Also, you now have automatic resettlement of unemployed pops. This is huge.

Your early game is more or less the same, but as time goes on, you can set up your smaller planets/habitats as "finished" planets at a given development level, where the rare occasional new pop will emigrate to one of your fewer, high-tech main planets/ringworld etc.

The result is a LOT less micro of planets and pops. No need for mass resettlement, and you can manage a handful of core worlds, while the rest is done.
