I was getting overrun by the AI in my last game when we had the same military score. So I was curious, loaded up the game as the AI. I found out, they had a much bigger army indeed. Military technology wasn't too bad, it had some level 4 and level 2 technologies while I had 3 everywhere.

What surprised me even more though, is that it looks like the country I am playing as currently seems to get his military score boosted compared to when it is the AI (simply loading up an AI country greatly increased its military score).

So what makes up military score? Tooltip says it includes troops, leaders (every general or admiral seem to give 1 flat score), and capital ships.

Edit:
I checked and it looks like military supply has an effect. I'd hazard that playing on very hard increases my military supply consumption and therefore my military rank.

Military score is definitely modified by techs. China may have an enormous army, but its low tech level keeps its military score in check. Not sure if fortifications affect it, or not. I believe that the TYPE of capital ship may have an effect, since my military score took a significant jump when I built a couple of cruisers, yet building a couple of ironclads a year earlier appeared to make relatively little difference.

Calculating the military score
There are 3 ways of gaining military score:

  • Leaders (Admirals/Generals)
  • Standing armies
  • Navies
Leaders give 1 military score if they are in charge of an army or navy.

Standing armies give points based their number and military supplies.

Each type of ship gives a certain amount of military score. See more under Naval units.

In the standing army portion where it refers to military supplies that has to do with current (?) army organization and I believe is also affected by your government's war policy.

Simply changing the difficulty immediately change the military score.

Modern capital ships can have enormous effect, and it can be very misleading when say third of your score comes from your fleet while you enemy doesn't have navy at all, but still has the same military score. In that scenario his army is just bigger and probably better, even though your score is the same.

If I remember correctly, war policy also changes the score - by lowering max supply consumption, I think. But don't put too much weight on this.
I believe that reserves impact your score, so if your government supports Jingosim, you'll typically have more reserves than if you're using a ruling party with an Anti-Military government policy. I saw the UK's Military Score jump from 600+ up to 1100+ practically overnight when they changed ruling parties. My own Military score went up by over 50% when my country booted out the Anti-Military party and elected a party that supported Jingoism. I also got something like a 20-30 point boost a few weeks later when a new Battleship was completed.
