This is a bit of a hunch, but I think it depends on the type of troops you have in your levies. For retinues, the cost of reinforcement is based on how much of the retinue cap a regiment takes up (1 gold per 500 retinue cap usage, if I recall correctly), and how much of the retinue cap is used up depends on the troops in the regiment--heavy cavalry takes up more than light infantry. Perhaps levies are governed similarly? Try and calculate whether your more powerful levies (in terms of troops) cost proportionally more.
