How is it determined what ethos enlightened primitives have?

I'm talking about the government ethos, not the POPs itself.

By default a primitive species will have up to 3 different ethics present divided amongst their POPs.
Let's say they have 10 POPs.
6 of them are spiritualist. 4 of them are xenophile.

If I were to enlighten them now, would they be Fanatic Spiritualist/Xenophile?

Now, what if instead 4 of them were spiritualist 3 xenophile and 3 militarist.

Would their empire be Spiritualist/Xenophile/Militarist, or is it determined in another way.


But what I'm most interested in is the following:

Let's assume I'm Fanatic Pacifist/Xenophile, and I'm indoctrinating a primitive species. (Materialist/Xenophobe)

After some time 2 events will fire.
One saying some POPs adopted my pacifist ways, and one saying some adopted my Xenophile ways.

When checking the POPs, I see that there is exactly one pacifist POP and one Xenophile POP.
The rest is still split between Materialist and Xenophobe.

If I were to enlighten them now, what would their government ethics look like?
Do the indoctrination events have influence in that, or is that purely determined by the amount of POPs following an ethic?
