Okay guys I want my colonies to still grow (even though they never seem to attack natives or colonize) But i still want an okay return on cash.

So what level can you really raise tariffs to without hurting your colonial nations growth?

Btw does the colonial governors type effect what type of personality he has. for example if i pick the military candidate will he have a better chance of being militant? As a diplomat would be more inclined to be .. well a diplomat?

Yes, AI attitudes depend partially on their stats. Exactly how much influence a nation's bias, the ruler's stats and randomness have is unclear though.
