I don't think it is greedy at all, I get El Dorado, but I care little for unit packs, and I always listen to an audio book when I play, so why should I pay for music?
It is actually the opposite of greedy in my opinion, I don't have to pay for music, which is something I have no use for in the game, therefore I save money because Paradox doesn't shove it down my throat by including it in the main pack and upping the cost
I think it is overpriced, a good price for me for El dorado would be 10 euros with content pack included. So I wait for sale.
This is a perfectly valid tactic! You can be 100% guaranteed that all content will be available for a lower price later on. You will almost certainly be able to get it for 50% if you're willing to wait 6 months and get it on sale. Paradox are actually much better about this than most companies, where you'd usually have to wait around 12 months for the discount to hit the 50% mark. Additionally, whenever a new expansion drops there's almost always a sale for the older content, so you don't have to wait for the Summer/Winter sales. If you're willing to wait even more, you can get things for a 75% discount.
This is actually one of the things I love about PC game pricing. I can either get it for full price now, or for a significant discount later. For Paradox games, I usually buy the gameplay content for the games I'm currently playing at release, and catch up on other content (expansions for games I haven't been playing recently but plan on getting back to, graphical/musical content I think I'll enjoy, etc) at the bi-yearly sale.

Actually Paradox games are the only games I'm willing to spend the full money shortly after or at the day of release, because I'm a dumb fanboy.
