I can't figure this out.
I wanted the tropical wood in New Guinea, but it's too far away, so thought I would claim Yebuti first. Did this, it was still out of reach, as were all the other East Asian colonies. So I built a civilian harbour. No difference. Then a small harbour, then a medium harbour. I still can't reach Flores, let alone New Guinea. Is this working as designed?
I thought building harbours was supposed to increase the range of your ports, but it seems to do nothing. Also, the AI never builds harbours, as far as I can tell. Introducing this idea of harbours and ports was just silly. No wonder the only powers ever to colonize the Far East are the British and Dutch. No one else can reach them. (Perhaps the Russians can, but they don't bother.)
