How Exactly Do You Justify Giving Turkey, Portugal and Mexico overhauls but not the USSR?

Given how integral the Soviets are to WW2, I don't understand the prioritization that's been given to what I can only call meme countries over one of the most important countries on the planet at the time. It hasn't seen a SINGLE update since the game launched YEARS ago, which has left it in an uncompetitive position, especially when AI-controlled. Unless you have internal data suggesting people don't like playing as communists and therefore you're going to prioritize fascist/neutral countries instead, I can't see why things are being done this way.

I agree that they should have been updated long ago, and definitely before nations like Mexico, the Netherlands, Spain and Portugal, but it should be noted that at least in regards to this recent DLC, it was not made by Paradox’s main HoI4 team, but instead a few third party “contractors” (for lack of a better word) who were very knowledgeable on these specific countries’ histories. The regular HoI4 team has almost certainly been working on the next major expansion which will without a doubt have the USSR as the focus point.

The next release, 1.11 "Barbarossa", implies a Soviet rework. As well as possible mechanic changes to land combat.

It has been mentioned numerous times, especially over the last couple of weeks.

DLCs focus on themes and mechanics and then add major countries to fit into them. Minors then are added to round out the dlc. Mexico fit in with Man the Guns because the US was being reworked and Mexico is a close by Democracy. Portugal was thrown in last minute because both Spains were being reworked. Turkey is part of a smaller parallel project by freelancers (and if they put the same amount of time and resources into USSR as Turkey that’d be an even bigger scandal).

In any case, USSR and the Eastern front are long term projects that require substantial resources to build right.

Given the game state just two years ago (around the time WTT came out), Hoi4 was not ready to remotely cover it. No decisions, no updated resistance mechanics, no lendlease, no air volunteers, no missions, no attaches, no espionage. Focus trees were fairly primitive compared to today. I’m honestly glad they took their time adding Soviet Union, because at least now I’m hoping they make it a good one - especially since I’m looking for a land combat rework

The rework of a major, and even more so if it’s also mechanics that need rejigging, is a lot more work/effort than giving a focus tree to a minor.

Every dlc needs a mix of old and new, and now it is Soviet union turn in a patch that hopefully deals with land combat and logistics. Best case scenario

Eh, I feel ya. Finland had quite the major role among the various minor countries, and was in the war, independent and fighting against one of the majors from 1939 until 1944... But Portugal and Mexico got unique focus trees before them. But I understand there is always a "gimmick" (aka new features) added, and I bet they are sparing the Soviets for something quite major... I do think Finland too will eventually be added, either with Soviets or the other Nordics.

So never fear, there is a reason why the Soviets are "late".
