How exactly do you complete this strike journal quest? I couldn't figure out what I needed to do so I ignored it, but then after 5 years it triggered a general strike event which halved all my factory throughput. It was practically game over, but why? The wording seems to suggest I must have more radicals, that doesn't make any sense! And how do I even know which states fulfill its requirements and which states don't?
