How early can England release colonies to form the USA?

I looked around but couldn't find a thread that discusses whether or not it is possible for England to release its North American colonies as early as, say, the 1500s.
Does anyone know?

Event 1021 describes when America gets cores. The event can fire at the earliest in 1750, with a MTTH of 10 years. Although I guess it would be possible to fire the event with a cheat.

I believe you can only release the USA if the culture of the colonies is American. I also believe that I have never seen an event that actually creates the American culture.

Yes I believe you would only be able to release them if rebels spawn that change the province culture.
