Non-Westernised countries need to fall behind western nations by a certain amount, then they get a choice to westernise, which knocks their stability right down. May cost some points too, forgot. (Basing this off of the Ottomans). Not sure how the other nations work however. They probably need to have some sort of contact with Europeans first. Maybe once they discover Europe?

Basicly you press "westernize" and shitstorm happens. Your stability gets changed to -3 ant its price is increases by 200%, all power points are set to -100, you constantly get nobles (or plutocracy etc. ) oppose westernization events where you can choose between -1 for stability or rebels spawning. In order to finish the process you have to get 100 westernization points - each month you get (or loose) amount of points equal to your current stability level. So you really have to accumulate huge pile of money (and prepare your army) before you start it.

Edit. Oh yeah - and you have to be 8 technologies behind any of your western neighbors in order to begin the process

They probably need to have some sort of contact with Europeans first. Maybe once they discover Europe?
I think that you have to border any western tech country.
