How does voting work?

so basically what I'm asking is what is voing share in a Democratic election?
Because I have a game where my leader is supported by 40% of the population but only has 26% of the voter share?
why is this?
And sometimes even if I support a candidate multiple times it increases their voter share but they don't get elected.
And in the voter share icon there is a die, does that mean it's random? I am very confused.

Each pop job has a certain amount political weight to it depending on how you build your empire civics, rights and alignment etc. So it possible to have 40% ofthe voter pool but if there all miners not science directors sey then there political weight will only be 26% tc

The die means the chance they have to be elected.
