How does this compare to Sim City 4?

Its a great game but I think the devs are hoping the mods fill in the gaps between this and simcity instead of doing the work themselves. Game is much better then simcity but missing so much of it.

You're talking like it's mutually exclusive. And for a lot of games maybe it is but I do think this one's a bit different in this respect. We've already seen ideas from mods make it into the core game so we know the devs are watching the mod scene, if something becomes too popular or obvious a feature to ignore I think we will see other mods make it into the core game as well..

What I think the devs will use the mods for is an idea of what the community wants to see in the vanilla game but I do think the want to stay out of the modders' way.

For half the price of a standard SimCity game I didn't really expect a title loaded with out-of-the-box features. If you want a barebones builder, this game delivers that nicely. Leaving the fancy features to the modders allows individual players to pick what they want a la carte, which IMHO is a very good idea.

In other words if SC4 was a thing I would use it to prop open the door as I carried CS into the house

Note that, although the "city planning" part is better than SC4, due to vast technology improvements in years.
The "city management" part is a lot worse than SC4 (RH without mods) . The SC4 have a dynamic equlibrium composed by many equations, while C:SL is more like satisfying the different needs of zones.
