Just curious, also I barely remember westernization as the first time I play EU4 I just quit after a very short campaign and never touch it again until few years later when I return the majority of system have been overhauled.

Uhm, westrnization is no more. It's being replaced by institutions. Basicaly you have couple of these and you want to embrace each. If you don't you suffer tech penalty. You can for example develop your own province(s) by using monarch points and fasten embracement by using money. If this is of course what your question is about.

Lack of westernization. Now we have institutions.

Institutions are form of evolutionof state and society. Modern nations have modern institutions, primitive nations havent modern institutions.

Lack of institutions give maluses in tech cost for target lvl. So if you havent institutions - you lost many mana point to technological level up.
