How does the Prussian confederation event for the Teutonic Order work in 1.30?

It looks like the event has been reworked again as part of the estates rework. When does the Prussian confederation decide to revolt if you don't rein them in or concede? There doesn't seem to be any progress bar that indicates this.

Is there a decision still? Maybe it's estate privleiges you need to revoke

No, there is a decision. Granting the estate privilege means surrendering to them.

Actually, they didn't revolt at all, and I eventually reined them in. I was wondering whether they were waiting for something specific, or if this was some kind of bug.
