The Heart of Darkness manual says that the Coordination Penalty limits "A maximum of 6 ships may fire on a single enemy ship at one time." So the question is, as long as you don't exceed 6:1, are you 100% effective, or is there a reduced chance of finding targets at lower ratios? For example, if I'm attacking one enemy warship, am I better off attacking with three warships, or three warships plus three transports? Would the three transports lessen the effectiveness of the three warships, or would they just add a little bit more firepower with no downside (besides the chance a transport might get damaged or sunk).
