How does the game decide capitulation?

I played my first HoI4 game since 1.2.x and went as Germany, built up until 1938 where I finally did the ansuchellus after which I carved up central Europe. Anywho, after finishing that in '41 (I had to deal with multiple invasions of the balkans during my preparations for Barbarossa) I declared war on the soviets who were evidently at war with the allies for their invasion of turkey. I marched my 40-width army all the way to moscow/leningrad whilel using my armoured division to take advantage of a basically vacant caucus mountains through crimea. Leading to a gigantic front that the soviets couldn't handle, as they were still fighting the brits in turkey when I began that venture. Soon after I captured stalingrad and they capitalued.... To the brits. Who only ever fought the Soviets in Turkey? I've to say this doesn't make any sense! Now I've to run my army to the other side of the SU before I invade the UK. This just doesn't seem right

There should have been a Peace Conference where you at least should gave gotten something for your effort. Sometimes it's strange but if you look closer it usually makes sense due tönte mechanics.

It decides it poorly, in a manner neither expert players nor devs could explain with any semblance of self-consistency:





The game is bugged and does wrong capitulations sometimes.

There should have been a Peace Conference where you at least should gave gotten something for your effort. Sometimes it's strange but if you look closer it usually makes sense due tönte mechanics.

If you try to come up with an explanation that "makes sense" for the above pictures, you'll fail :).

They didn't get joined, we were in separate wars entirely.

Yeah, it's ridiculously bugged. What annoys me just as much is how if you invade from an allied country, the territory you seize goes to that country. Which of course makes sense on the surface, but leads to some very strange borders as well as problems since you can't build on allied territory for some reason. So if you're playing as Nazi Germany and invading the USSR with Hungary and Romania at your side, you may want to not call in Romania until you've secured all the Russian provinces bordering Romania so that none of the territory you take goes to her.

I'm sure there's some logic behind it, but most of the time, it seems to decide on "what is most inconvenient to the player?"

The pictures I have here make any consistent logic hard to find. The most likely explanation is that something is bugged in the interaction. Most of the time, cap goes to the country that has the most land, but sometimes it goes to a country that:

  1. It doesn't border.
  2. Is way behind on WC, even 10x less doesn't matter. Not that WC is a legit mechanic, but it doesn't matter for wrong-capitulation.
  3. Does not control any victory points of the target whatsoever prior to capitulation.
  4. Is not even in the same war as the nation that actually occupied it for capitulation.
The Iran example is bonkers, but even this is pretty obviously not WC for example:





USA had 0 land in China prior to the screenshot above. Whatever "logic" might exist, the game isn't executing it. Demonstrated outcomes are not logical.

Ah, that explains how all of africa turned into italy in my last play through even though I occupied it all as Germany. That was annoying as hell.

These changes will hopefully sort those issues out.

It might help but I'm not confident...occupations and participation are also issues and devs haven't event talked about wrong-occupation, while confirming not changing participation. "Every two nations at war will have their own littler war" does not necessarily mean wrong-capitulation is addressed...maybe it'll help? Maybe. Still, what criteria is actually "fair" in regards to who gets what? The game clearly has a bug in the algorithm for that right now, but it also does not say how the rules are supposed to work.

What makes me hopeful more than anything else is the mention of a lot of really messy code having been sorted out.

According to the wiki, the designed mechanic is supposed to give the capitulation to whoever controls the most of the enemy's victory points. This is demonstrably not how it works, but that's how it's supposed to work.

You'd have to ask the person who edited that in; the HOI4 wiki doesn't require sources. It's how I've always thought it was supposed to work (modulo bugs). The UI, of course, doesn't say, and I can't find any information in the files.

This is a joke, but you couldn't tell me just by looking that it isn't true, and that's a problem.

While it's not p = 1 certainty, I'm pretty sure applying Bayes' theorem to that assertion would grade it out as unlikely :p. Your point is clear enough though. It's more generous to assume this is a bug that causes apparently arbitrary behavior, because the present non-functionality does not make a respectable mechanic.
