How does the AI decide to offer for you to join the war?

I made another stupid mistake while playing by offering to join wars my allies shouldn't of declared.

When I choose to start a war I can see a list of my allies and think about who will and won't join and if asking them is a terrible idea. The AI doesn't seem to think about that stuff with you. Frequently while losing a war the AI will ask me to join a second war which hurts my relationship breaks my alliance and damages my trust bonus if I turn them down. I should still turn them down and it's my fault when I join and get messed up but why does the AI do this stupid thing where they ask a player who is already in a war and has other -1000 for AI situations going on if they will join your war.

Other times I actually want to join a war because I have pretty good claims on someone involved in it, but the AI won't let me into the action. So I have to declare my own war instead of a teamup it's actually better if I do since I can let his end at less then 100% because I am holding some provinces and take my warscore on a weakened foe to 100% easier when the ally's war ends using that to get the most out of the piece deal.

What influences their decision to ask you? It seems like when they do or don't ask you to join a war almost random.

I should check the ledger better it's my fault.. but really AI?
