Let's say I wanted to make a map where the snow falls in the sahara while scandanavia and russia is all deserts and parched land, how could i mod the terrain to do this?

How does the game determine which regions recieve snow? is it province based, is there a climate overlay, or is it based on the position of the map? Is snow and cold climate determined to fall on the top half in the map, or can it be changed?

I have an idea for a map mod, and i want to see if the major hurdle is possible before i get started.

There is a file in the map folder where for every province it is defined which climate it will get.
e.g.
normal_winter = { 1 2 3 }

1 2 3 being province ids.

so it's entirely possible to rewrite where the arctic is? This exactly what i wanted to know, thank you so much!
