I couldn't find anything recent about this but is anyone aware of how this mechanic has been changed or what I am doing wrong? I am playing the ottomans and wanted to use this along side trade companies to convert most of my empire. Looking at the wiki, it says that it works on the same mechanics as centers of reform, so they'll convert nearby provinces constantly to my understanding.
However, when I first enacted these it told me it couldn't convert any of the provinces. At first I thought it was because they were Shia and I was Sunni, but it wouldn't for my orthodox provinces in those trade regions. Ahah! maybe the Guaranteed dhimmi autonomy blocks this mechanic as well as missionaries. Nope, still wont after revoking it...maybe they cant be in territories....states...trade companies? No matter what I do to them they still refuse to convert via trade.

Propagate religion does not work against Abrahamic religions. (I.E. All Christian and Muslim denominations, along with Jewish)

You also need to have over 50% trade power in a node to start propagating religion, while also having over 50% of your own development be of the true faith. (Sunni in your case)
