Generally a combination of Class, Consciousness and Militancy. Classes have innate ideologies: Laborers and craftsmen are socialist; Farmers, soldiers, aristocrats and officers are conservative and Capitalists and clerks are Liberal.

It does depend on Con however, a high con craftsman is likely to go liberal. A Low/medium is likely to be Socialist.

Mil turns a POP to the extreme version of their Ideology: Conservatives become Reactionary; Liberal become Anarcho-Liberal; and Socialist becomes Communist.

Soldiers and officers becomes fascist if their militancy goes to high (and if fascism is enabled, the year is 1905 or later. Same goes for socialist/communist ideology, enabled in 1848)

I've modded my game to make the election events effect the ENTIRE country, so I can basically decide who wins the elections, provided I have populism.

VIP basically does the same, except the decisions affect only 15% of the population, which may or may not tip an election based on issues depending on when the event fires during the campaign, since issues for POPs do indeed change fairly quickly depending on many different factors, such as amount of POP reserves, current ruling party, current budget settings and the like.

lower your taxes and tariffs and pass reforms, that will reduce the lure of the siren song of socialism and over time slowly (decade plus) turn your POPs into liberal (and in some cases, even conservative if they are really doing well).

The better solution is to keep taxes and tariffs reasonable so the lower classes can get their everyday goods (and the occasional luxur good) early in game, that makes it much less likely that they will switch to socialism later in the game.
