Other than the Hansa being rebranded as Lübeck (with Bremen and Hamburg, which already exist, being independent from the beginning), I haven't heard anything. I've seen that they're changing the map colours of a number of HRE countries, which doesn't answer your question, but it makes me happy nonetheless. Technically, the added slots for colonial nations, custom nations, and client states (each one has gone from 32 to 75, I believe) are new tags, as may be the fantasy nations that can appear in random new worlds, but that's probably not what you mean.
There isn't a written down process as such but basically something along these lines:
1. Who were the important actors in this area historically? Who would anyone familiar with it expect to see here. What tags are needed for the area to play out in a way that is about "right" historically? An overall approach is taken here but with a lot more emphasis being placed on the first 100 years or so than on the 18th century. If the tag is not present at start there ought to be some way for it to show up during the course of the game (yes this is not strictly true for all current tags but we're aiming to fix that over time).
1.5 What tags are needed for the area to play out in a way that's actually fun to play (this may reduce the number of tags a bit in some cases, the Mayan setup for instance has fewer and more powerful tags than would be strictly historical).
2. If it's not necessary to be in because of point 1-1.5 will this tag be different enough from other tags to be in (a few similar ones are ok, but there's a limit). Will other content make having more of these tags a good idea?
3. Is this tag already covered by something else (this is where requests for the Safavid Empire fails when we have Persia). If so what would be the gain of adding the new tag?
4. Is there something really unique about this tag that would make it a worthwile addition (kind of related to point 2, this is the category Habsan and Ichma fits into) and if so was it really important enough to get its own tag.
And to be clear I consider all of the below to be covered above:
Those numbers are not strictly in order of priority though it's close. For instance tags on the pacific islands are sometimes requested but adding such tags without giving them anything to do at the same time is not really a good idea which means it fails even before criteria 1.
As for why we have the Tupinamba. We have a few different Tupi tribes in the game because they are quite iconic to the story of the early settlement of Brazil. The Tupis interacted with the Europeans, some intermarried with them and joined forces while others formed a coalition against them (which there is events for).
Eu4 is to a great extent a game about relations between states which means that entities that where conquered or assimilated without much friction such as the Tairona or Zenu you mention are given lower priority as basically the method of Spanish conquest was a lot more like what in game colonization is than a war. The Americas is a place where drawing that line can be a bit tricky however and just because something isn't in doesn't mean it couldn't be, as long as there's a compelling reason for why it should be there.
Generally when you want to have more tags added (something the suggestions forum is the right place for) I would advice to not start out by listing those in the game you feel should be taken away. If you argue for each inclusion based on its own merit the chances of acceptance is a lot better.

I think that one of the reasons peformance did not take such a hit with AoW was the removal of the supply and demand system for trade value.

Interesting! But I think that there's another factor you take into account, which the Muisca, Kongo and Mutapa are examples of even though they don't have unique mechanics- the potential for alternate historical gameplay. While these were very interesting and populated I can't see them as "justified" under the 4 criteria so far (maaaybe under the 4th). But if you took them away the game would be missing something, because it's damn fun to take the whole of South America as the Muisca.
Would be totally cool if there were some other Colombian tags though

I do wonder if you would consider Regensburg to be worthy of addition based on this criteria. It was quite notable as an Imperial Free City, it was independent for most of the game's timeline and it would be the easternmost Free City, if added. There is no tag for it, the city is, incorrectly, Bavarian in 1444.

It's been strange to me, considering how popular a suggestion Regensburg is, the way the developers seem to be silent whenever it comes up. Though perhaps I'm just failing to notice occasions when they've addressed it, and I'm not implying that there's anything untoward about their decision-making on this front.

I always try too keep denmark in its borders with skane alive. Not for any sympathy reason but i just like the shape, it's somehow... comforting to me.

Really? I live in skåne and I have met exactly one dane in the last 5 years. Haven´t heard about that one, so had to do some quick reading... Seems odd to try to do this without agreeing in both countries, but seems like some officials are supporting it... Wouldn´t really change ownership, but the name... But dislike changing names in general, happened elsewhere in DK and it´s simply odd to do so even if the change is small.
But could see why some swedes dislike a land-grab like that

They mainly live in Malmø as Quaade mentions; also what rebranding of Øresund? That Greater Copenhagen thing which the mayor of Copenhagen (and pretty much nobody else) thinks is a great idea?
The article I found, some official in Sweden supported it... But the article mentioned that it didn´t seem like anyone knew or cared for it... I try to keep myself informed... Have never heard of it, nor any discussions about... Personally I see no reason to rebrand it, especially if the countries involved won´t even discuss it...
