Yes I know, what I am saying is that perhaps, the flag of germany of the game is based in the flag that I posted.Yeah a lot of the flags on the wiki are not the ones used in game.
Technically both flags show a black eagle with a red beak and red talons on a gold background so they are correct but the image you posted is not the one in game. It would be simpler if the Wiki admins just used the EUIV images though.
I do not get how this is so hard to understand. The picture I posted comes directly from the EUIV files. It is the exact picture that EUIV uses.

As far as possible historical flags from the period.
If that's not possible or if it is more recognizable a coat of arms used in the period.
If that's not possible then a historical symbol used by what the tag represents in the period (the flag of Chanda for instance is a detail from motives they put on their castle walls and the Bahmani flag is using a symbol they put over the gates of their city walls).
If that's not possible either then a flag of some other entity in the same time and area (Jaunpur or Gondwana are examples of this).
If thats not possible either then a flag or a symbol associated with the tag either by geography or culture (but from another time, often more modern). Examples of this would be the flags of Sadiya, Ainu or Potiguara. Too clearly modern looking ones are not chosen.
A few flags don't fit any of these categories (and some are simply legacy from eu3 but nothing more fitting exists that we know of) but the overwhelming majority does.
