How does one neutralize the "Wartime Effect" IC penalty?

Playing DH 1.02b2 as USA, I have an IC penalty of 20% while USA is at war with Japan. It is called a Wartime Effect. How does the player reduce this penalty?

And, what's the point of losing the Peacetime Effect IC penalty when you go to war, if you are going to get a Wartime Effect IC penalty? Having both of them appears to be senseless.

Being at war doesn't mean that all of your economy is fully utilized for war production. Wartime IC penalty was added to represent that. It can be removed only by events. IIRC there is an event for USA too.
