The title says it all. I searched the forum and see people saying they cannot do it. Do I have to conquer the colonizers home country so they move their capitol overseas. Thus they have no colonies anymore.?

The ideal way to do it is to move your capital to the New World and do everything manually, as I've noticed Colonial Nations don't really culture convert anymore.

So the idea is to take only an island in New World and state it, than move Capitol over there? Do my colonies in America now become states? Do I lose my states in the old world and its manpower, money. etc.

Doesn't technically have to be an island, but that's probably one of the easiest ways. (Capital* btw)

Do my colonies in America now become states?
Not automatically, but you can make them states like normal. Assuming you're referring to just provinces. If you mean your colonial nations, then no; nothing special happens to them.
Do I lose my states in the old world and its manpower, money. etc.
No.

Once you have your capital in the New World, and you already have colonial nations formed you have to release and conquer them. You can release them via the Release colonies button in the subjects tag.
