As I know uncivilized nations can become civilized only by events on patch 1.02.

In the current patch, it can only happen by Events. Before, if you became a Great Power, you became civilized. But no more.

Japan, China and Persia all have events that can make them Civilized.

If you gave the Dutch the brush, you'll have to wait for the Meiji Restoration event. It should happen eventually - there are a number of versions which can fire anywhere from 1860 to 1880 or so.

China gets its Civilizing event as soon as its lost wars to both France and Britain. If you then let the Dowager Cixi take over (the historical option), you'll go back to uncivilized a few years later.

Persia has to take both "Continue the Reforms" options and deal with 20 years of constant rebellion.

I've done it as China and Persia, you need to open up the event files and see what choices you need to make. In china you need to loose a war to the UK in 1856, after the Arrow incident. In persia you just need to go with the reforms of Mohammed Shah and keep them up when the next event comes. In both cases you'll get high militancy and rebellions, which seem to be worse in Persia's case. My advice is to let the rebels win - as soon as they take your capitol and you change governments all the rebels disappear and militancy vanishes. :) You'll probably end up commie though. I've seen AI controled Peoples Republic of Persia conquer Central Asia and inland China after becoming civilized, so it's definitely worth it....

Persia has immense potential once civilized. It has pretty much every single resource and lots and lots of POPs, many of which are in Wool provinces, so you can convert them to Soldiers or Craftsmen or Clerks without any appreciable impact on your cashflow.

The AI doesn't do it very often but whenever it does, it goes on a real tear. I've seen it roll over Russia something fierce and annex most of the Ottomon Empire's useful provinces. As long as it doesn't get a border with Britain, it has little to fear from BB wars.

But what about other nations like the ones in minor asia and Korea?

I am currently playing a game as korea, ranking 1st in individual power and 3rd in prestige and 10th in military power. I've gone to war with USA with great britain by my side and had gained the Yukon territory plus northern california, which allowed me to create a sattelite (columbia). I also hold a state-colony in shikoku. Overall My rank is 4th as a great power in the world.

And I AM STILL NOT CIVILIZED! What the crap! How do I get my country to be civilized?

Currently running patch 1.02 (never should have updated it...)

In the current patch, there is no way to make Korea or Oman or Sokoto or any Uncivilized other than Japan, China and Persia into a Civilized.

It would be easy enough to write a custom event that would do it. I've seen folks post them any number of times.

oops - write Korea when I meant Persia

So in theory if I kick around Britain several times, go farther up the tech tree than most civilized nations, and rank first in the world I still can't become civilized? Is this being fixed in 1.03?

It was "fixed" in 1.02. Originally, when you became a Great Power you also became Civilized at the same time. This was leading to China always becoming civilized (and always winning the game) and people complained about it.

So they changed it in 1.02. Which helped some with China, but left Korea and Siam hung out to dry.

Heh I was gonna respond by saying PRESTIAGE BABY its all about the prestiage as it was in 1.01 heh u could make china a great power in about 5 mins in 1.01 just annex vietnam, and a few other minors there.

How are u #1 industrial power as korea? And how are u number #3 prestiage? Just curious... did u annex japan or something or mess china up? Oh god nightmares about Japan are popping up heh as my 1.01 game as China I rolled over Japan with a little annoyance of the old school partizan but my 300,000 men dealt with em god now I would be like AAAAAHHHHHHHH.

I think that every uncivilized nation should be able to become civilized by specific requirements. They should be very high and depend on the size of state's population. It would prevent China from becoming civilized too early or too easy and it would be more accurate (than current system, only by events).

in my opinion any great power should become considered as "civilized".
(more than 5000 years of history, litteracy, art, fine cooking and China is not "civilized" :p ... )

part of the problem is that the "Great Power" status was pretty easy to attain as China at the start of the game. As long as you didn't run up your debt it was pretty automatic within the first two years of the game. That could have been easily dealt with if they had started China with -200 prestige, but instead I think they overreacted and wound up whacking all the other minor countries.

Once again a Paradox game seems to be sliding from the melting pot of history toward the cast iron bar of historical determinism. What on earth is the point in having technological advances in economics, politics and the arts and political reforms if none of them can actually affect something as basic and fundamental as being considered a civilised nation? If you're building railroads, opening a stock exchange, holding democratic elections and debating philosophy then you're obviously a civilised nation and should be treated as one. Being asked to open the save file is not good enough. You may possibly be able to decide whether you are civilised without too much bias but you certainly cannot monitor all the other nations, and they deserve the chance too.
