It's 1875 and I'm playing Mexico as a democratic republic. I'm at war with the US and they're allied with Brazil and Colombia. They are the attackers. I have every political reform that gives migration plus half of the social reforms passed. I have more reforms than the US. I get no migrants. The US gets 6,000 migrants. Understandable considering they get ridiculous buffs, however, Brazil and Colombia get 1,000 migrants each; they hardly have any reforms passed. Brazil is still a monarchy. I check their political tabs and have no modifiers other than the Geneva Convention. I siege down every single province in the US and they stop getting migrants. But then Brazil and Colombia now get 3,000 migrants each. I still get no migrants. I win the war and I start getting 100 migrants. Brazil, Colombia and the US are completely unaffected. I lower my infamy with cheats, nothing. I lower my militancy with cheats, nothing. I change my government from conservative to liberal, nothing. I change my government from liberal to socialist, nothing. I lower my taxes, nothing. What is wrong with this game.

The unemployment of your farmers and laborers is usually a bigger factor. I don't know an easy way to check it, but the population screen may help. Select your whole country, sort by pop size, and check the unemployment of the biggest groups. (If you sort by unemployment, you'll usually only see the tiny minorities that are 100% unemployed if there's any unemployment at all)

Farmers and laborers become unemployed if the RGO goods are oversupplied on the market. It's not easy to fix, but building factories and converting them to craftsmen helps.

Unemployed Craftsmen and Clerks are shown in a box in the upper left corner of your main screen, adjacent to closed factories. That won't show unemployed RGO workers or other types, but it's part of the picture and really easy to check. You'll probably have to check the Tax screen, and hover over the various occupations and pie charts to see how many of which group is out of work.
