How does I make Flags and Shields? Please help...

Can anyone tell me a step by step way to make flags and shields for HoI2?
Can this be done in GIMP, or does I need another program?
Does I need any flag template or something

You require Photoshop CS2 (well thats what version I use) and then you use the Easy Flag Maker Template. You are gonna have to search the forums for it as mine is somewhere on my pc. When you do find it and you have photoshop, post here again and I can help you get it to work!

You could help me out.
I have photoshop and EFM and I save my shields. As a BMP at 36,1 kb as it should be and as a png so I can upload it here.
The thing is when I have linked the picture from the uploader to this forum, and then tries to save it as a BMP file, it get the size of 48,1 kb.
I have tried all things I can come up with. I have tested photobucket and imageshack but it's the same problem.
What am I doing wrong????
