How does Germany's historical AI war declaration AI work?

I was playing a game on historical AI as the Soviets, and after offering the Molotov-Ribbentop pact and choosing Danzig or war focus, Germany never declared war and went on to attack Belgium and the Netherlands instead, doing rather poorly too because the AI worries about the eastern border. What would have caused this?

I think that's a bug.
There are more reports like yours lately.

I think the game design goal is that finishing the focus Danzig or war always leads to Germany attacking Poland.
That means, if that's not happening, it's a bug.
