How do you form it if not through descision?Found the culprit. The Crown From the Gutter event gives you all German cultures as accepted, which includes Ashkenazi. This is something that you miss out on by forming Germany through decision.

it only adds the cores or something, you can use changeowner ISR xxx before that (or whatever their tag is).
