How does exactly lenght of war modifier works?

I declared on GB with imperialism cb so I could drag my allies and freely attack the allies of my allies. I do it often as GB is far from me and its not able to do a lot of damage, usually after some years they accept white peace.

Because of the imperialism cb I have -20 war score because I won a couple of battles but I cannot control they capital. I thought the war should finish eventually when they would accept white peace because of the modifier lenght of war.

I thought lenght of war kept growing with time till they peace out, after all a war of 20 years without battles or any outcome should be finished by defender with white peace. But the point is that lenght of war is just changing all the time so the difference for accepting the white peace offer between the yes and no options is always 20. They have more forces than me and lenght of war modifier is around 40, afterwards they lost in another war several regiments and then lenght of war adapted, shrinking to 7 so the difference between yes and no stays at 20. When they recover and build up their armies (and differnece between yes and no in white peace grows) the lenght of war modifier again goes to 40. If they have rebels or any other modifiers lenght of war grows or shrinks progressily as to have always a 20 difference between the yes and no options.

¿Is this the normal behaviour of this modifier? Does someone know how is it working exactly?

There it is, however in my case it just changed its value up and down so GB never peace out, I guess it was a bug then.
