How does Communist China insurgency work?

Once The Chinese united front defeats Japan and Communist China can do its uprising, can it only do that against "China" or can it do uprisings in warlord states also? Reason I ask is because I have left Chinese united front as one of the warlord states and need to know if Im about to fight communist china alone. Also, last expansion Communist China always used to join Comminterm when it starts the civil war, does Communist China still do that or is some mechanic preventing that, I did one match where that didn't happen, but need to know if it was a fluke or if Communist China is blocked from joining USSR and involving them in China?

I haven't seen the PRC cause uprisings in warlord states but I believe it can, as the decisions to counter uprisings appear for the warlords.

The last time I played a warlord, Communist China joined the Allies when it started the civil war.

The Allies have some insane AI with the Chinese region. Basically, unless a chinese nation isnt already in a faction, theyre probably going to join one or get guaranteed. Even if theyre the ones instigating.

Makes the one gimmick of playing Commie Japan utterly pointless.
