Almost any modifier stacks. Most stack additively, but you'd really have to be more specific..
Brandenburg ideas that give infantry combat ability they might be less effective.
Well...let's say you have 2 separate sources of 15% morale. They'll just give you 30% morale. Same with unit combat ability. If you heard they are "less effective", that might just be the logic that at a certain point, you don't NEED any more bonuses. Plus, going from 3 morale to 3.5 morale is a bigger deal than 5 morale to 5.5 morale - relative differences. But essentially, any modifiers to military power are...good. But hardly needed. Especially as BrandenburgBrandenburg, morale and combat ability.
