I'm not sure if this goes in the sector thread since it's talking about sectors, but I'm more curious about the AI behind it rather than sectors themselves. In a lot of my games, I've noticed that specializing a sector for things other than energy tends to leave them in a bit of a deficit. It's nothing too problematic since the rest of my planets make enough money that I can pay for their work, and it's getting me necessary resources from one concentrated area anyhow.
What I'm curious about however is how the AI responds when it realizes that it can't maintain itself. In my experience, I'll look to see the AI is in a deficit and fix the issue but later I'll go back (without having really done much to the sector) and find it's doing just fine. Did the AI deactivate some buildings? Did they replace something? I'm curious what people have observed.
