Have a look at the focus trees - from memory (and it's been a long time since I've looked, so if someone else says different, then listen to them :) ) there's a focus towards the bottom of the trees that, in some circumstances, lets the warlords 'take over'. There may well be some events involved as well. Hit me up if you can't find it and I'll have a closer look - I've definitely looked around in that part of the script before, with that in mind, so should be able to find it again if I have to :).

China can integrate the warlords by taking the "subjugate the warlords" focus, which unlocks decisions to do it. It's very political power intensive though and I'm not sure if AI China is set up to manage it or if it just uses the warlords as puppets.

More commonly, you will see warlords take over China using the power struggle mechanics, which effectively turns them into the new China. Check who the leader of China is, if it's Chiang that's the original China, if it's one of the warlords then that warlord took over via the power struggle.

Besides subjugate the warlords, way down the foreign investors tree is One China Policy which will cause China to leave the United Front and gain wargoals on the other Chinese factions.

Small aside, but China can form the United Front by event if Japan is going towards Marco Polo and it hasn’t gone further down than Nationalism. It can then go down prioritizing the interiorand subjugate the warlords.

Odd thing with the warlords in charge - you get a lot more White Peace events, and when you do, Japan marches out of China, then justifies to start over. Its a stupid tug of war. A White Peace should leave one side with any states they have fully taken, especially if they have a conquer or annex wargoal. If it was a "force change of government" then either a change of government, or no White Peace.
