We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Step 1: Download EU2Rev or EU2Vic, depending on if you have Revolutions (I assume you've already done this).
Step 2: Unzip it somewhere.
Step 3: Go into the unzipped folder and double-click on EU2Rev.exe or EU2Vic.exe.
Step 4: Make sure "Include POP conversion" is checked.
Step 5: Click "Convert".
Step 6: Browse to your EU2 saved game.
Step 7: Wait until the next dialog comes up, then select where you want to save the converted scenario.
Step 8: If you didn't save it to your Victoria scenarios folder, move it there now.
Step 9: Open Victoria and select your converted scenario.
It's not really that complicated. The only reason there are so many steps is to make it absolutely clear.
