How do you upload a Custom Avatar

I took a screenshot from my Vicky 2 Mod, Made a Vicky 2 Avatar from it, but I cannot find the Custom Avatar section in settings

You cant have custom avatars AFAIK, only some priviledged and devs get one.

It used to be a reward for a reward for achieving posts, but forum admins were too lazy to transport them over to the new forum format so nobody gets to use them anymore.

Tell you what, just so it is not totally impossible, get 100 people to join the forum, and list you as the referral, then to show they are legit (each of them has a minimum of 100 posts and 6 months being active).
I will give you a custom Avatar.
