How do you test the soviets?

I must be missing something, I've taken the Test the Soviets but nothing happens.

Same here.

I have troops in North Korea, I click on Test the Soviets and it just times out. Like it is an automatic fail or something. I don't get it.

After you select it, there's a 30 or so day cooldown and when it finishes, another decision should appear to "escalate" it.
If my memory serves me right. I'm too tired to check myself now as it's 1am and I'm going to bed

You need to slow down the speed when theres like 1-2 days left, because the decision lasts only 1 day or some hours, and if you dont check in during that time it fails.
(I managed to get it by doing that).
