How do you negotiate?

So, I've played several games in HOI2 and Vicky, and I've always liked the fact that you can trade your provinces with the computer. But in my first EU2 game (Rev France, 1795) I couldn't figure out how to give Spain Aragon in exchange for Florida. Is there a negotiations function, or is that just not an option?
