How do you make urban provinces with pictures?

I decided that I didn't like the fact that Vienna, Paris and Rome aren't urban in the game: I thought they should be. So I decided to turn them into urban provinces, with appropriate little pictures. But I'm not sure how to do it. What files do I have to change, and what does the picture have to be like to work? Even more useful might be if someone has already done this so I can 'borrow'.

Make your picture and add it in the
"...\Hearts of Iron 2 - Doomsday - Armageddon\gfx\interface\" directory,
then name your picture, (when fully edited to the correct pixels. (252x152 or 192x110)), to "ill_prov_##.bmp"

We can take Sweden Stockholm for an example "ill_prov_101.bmp"

This will change the province picture to your picture. (After changing the province to urban)

Now!
Go to "...\Hearts of Iron 2 - Doomsday - Armageddon\db\"
and open the file called "Province.csv"
Then search for your province and change the terrain to "Urban"

We can take Sweden Stockholm for an example:
