How do you launch rockets?

Guys plz some help. i bought this game just yesterday and i dunno how to launch my ICBM's on the enemy. on HO1 you just order it on the province and BAM it works. over here if i launch my ICBM's they come back! they behave like strategic bombers and dont damage the enemy at all. im sure there are veterans out there who can help me with some instructions. would be much appreciated.

P.S. ive got 170 ICBM's, would be a hella waste if i cant use 'em.

I do a right click into the aimed region, then left click on the mission type, then comes the clock and stuff and then it goes off!
