At one point, my city had over 200k people. It is now, seemingly, stuck at about 95k. Also, I haven't seen a demand for residential since the city was at about 50k people. Is there a hidden formula for increasing the demand of residents?

The city will sit stagnant at times. I had this with my previous city - nothing grew at all and I could not get it to grow. In the end I gave up on the city and started a new one because, no matter what I did, nothing would grow.
This might not help but have you considered doing a complete power down on your xbox? Its a long shot, but I couldnt build high density until I completely powered everything down once

Something that's helped me expand an already growing city with no demands, is adding services or parks to the areas that I have drawn out and no one moving in. The RCI meters are eh so i don't really go by it.
