How do you get those ID things in tooltips?

How do you get those ID numbers and stuff to show up in the tooltip when you hover over portraits? Is it a mod or something?

It is a mod for localization files, but you can also use a console command "charinfo 1".

open up the console (alt 21) and enter charinfo 1

Yeah open the console and type charinfo anything, that is, you can write any other string after charinfo and it will work, you can type "charinfo lol" "charinfo huehue" and it will all work!
