Keep rich taxes low
Subsidize stuff if you want it helps a little.

Have capatalists in every region you want them to build factories in, otherwise they will build railroads all over your country regardless of what region

Early in the game it takes them some time to save up the cash they need to build. Check your capitalists to see if they are actually able to save some money.

Capitalists will only build factories in the province they are in, so be careful where you place them, as its very hard to be rid of them.

In the state they are in.

you need to have a L-F, interventionalist , or state ecconomy for capitalists to build things. it's easiest with L-F but you can't make railroads or upgrade factories.

Your capitalists make money off of your exports , so export more and then they make more money. they count as rich pop's so keep your rich tax at 0% if you can.

as stated they will only build factories in the province group that they are in but will build railroads everywere.

L-F also gives you the benifit that all imports only cost half as much!

I'm kind of a noob, but I have an interventionist party in power and I'm building railroads and factories. I even got a 'private railroad' event which gave me railroads in one of my provinces, even though I have like 70-80 percent tariffs and 60 per cent rich tax. I'm Italy by the way. Tips anyone?

You can build railroads under Interventionist policy.

I notice that you haven't registered the Revolutions expansion, so is it possible that you're playing the original Victoria game? If so, government policies do not affect your ability to build rail and factories, and capitalists do nothing but give a bonus to industrial production and pay taxes.

I'll jump in here instead of starting a new thread. I am playing France, it is 1848, L-F economy. I have 6 Capi POPs that have over 700 cash and all of their needs met. They have built a total of 3 RRs and no factories so far; currently I have nothing under construction.

What am I missing?

There is something wrong with the French, a lot of people have had that problem, of all the nations they seem to be the least inclined to build anything.

Best hope is keep the rich taxes low and tariffs on zero and have nothing on the trade slider at 1,000 (this is another strange part of the game, i have had caps stop building stuff if I have the sliders maxed in trade).

Sooner or later the Frech capitalists will wake up and work.

The French capitalists are famous for their laziness. In my French game I had big problem with that too it ended up I have to build the rails myself. (with an interventionist party) Of course I do conquer conquer conquer so I have a lot of factories and if you have the money just expand your factories.

700 is usually not enough to build a new railroad/factory. IIRC factories cost more than railroads for capitalists to build, so they might be saving up enough money to build factories.

For French Capitalists(or any kind of capitalist under the flag France) they save up 5000+ before building anything...

They also have strange habits of building railroads, I have level 4 railroads all over Europe but my HUGE Asian/African/North American holdings are lacking any kind of railroads.

Playing France is soooo annoying. (but more realistic in some sense, huh.)
